Funding – Fredericksburg Regional Continuum of Care

The Fredericksburg Regional CoC participates in collaborative application processes in order to receive funding for regional homeless services through the US Department of Housing and Urban Development (HUD) Continuum of Care Program and the Virginia Department of Housing and Community Development (DHCD) Virginia Homeless Solutions Program. The George Washington Regional Commission serves as the Collaborative Applicant on behalf of the community for both of these applications.

This framework establishes the priorities and guiding principles for the Fredericksburg Regional Continuum of Care (CoC) Funding Committee in making recommendations for the allocation of Virginia Homeless Solutions Program (VHSP) funding.

This policy governs the solicitation, review, selection, and ranking of projects for funding through collaborative applications to ensure an objective, transparent, and competitive funding process.

Current Funding Opportunities

The Virginia Department of Housing and Community Development’s (DHCD) Housing Trust Fund – Homeless Reduction Grant (HTF-HRG)

Application now open

The goal of the HTF-HRG program is to reduce homelessness in the Commonwealth of Virginia. DHCD will support Continuum of Care/Local Planning Group strategies and homeless service projects that are or will be a part of an effective emergency crisis response system to ensure that homelessness is rare, brief, and one time.

The 2027 HTF-HRG program will support three project types:

– Rapid Re-housing
– Underserved Populations Innovation Project
– Permanent Supportive Housing (housing stabilization services and rental assistance for chronically homeless)

All applicants will be required to submit their project applications through CAMS to be considered for the 2027 HTF-HRG program and will be due by 11:59pm Friday, September 18th, 2026.

Please note, while this is not a CoC funded program, a CoC letter of endorsement is required for your application. If you are interested in applying, please send your request for a letter of endorsement by Wednesday, September 9, 2026.

CoC members may request CoC endorsement of a project application via email at funding@fredericksburgcoc.org. Requests must include a copy of the funding announcement as well as a brief description of the project that includes, at a minimum, the following information in no more than 2 pages:

Summary of project proposal
Need addressed by project
Target population and eligibility requirements
Experience working with target population
Expected number served/outcomes

Requests will be reviewed by the Funding Committee and the Funding Committee will make a recommendation to the CoC Board on whether or not to endorse the project application. The requestor will be notified in writing of the Funding Committee’s recommendation.
